Dr. Rutto is the Deputy Director, AIDS Control,Gender and Disability Mainstreaming , an Economist and Macro-economist researcher. His expertise is the field of Macro-economics, labor economics and health economics. He has worked on research on macro-economic determinants on income inequality in Kenya, shedding more light on how households are affected indicating policy intervention that are aimed at cushioning the negative effects of income inequality on households in Kenya.This presents a phenonmenon where the rich are getting more access to resources and the poor are sliding into more misery of poverty. Consequently,Dr.Ruto has an ongoing research on women unemployment and its implication on households’ food security, Trans Nzoia County, Kenya.
Dr. Rutto is a beneficiary of National research fund, Kenya in 2019 on research work in the area of Macro-economics. Rutto has expertise working with large datasets, panel data, surveys development and statistical analysis and has participated in research on impact of exchange rate volatility on Kenya’s tea exports.The research shed more light to local policy makers on the causal linkage between exchange rates and Kenya’s tea export, implying that external developments are important in influencing performance of Tea exports considering the role of pull factors. The results showed households are negatively affected by reduced income to households by volatile exchange rate.
Dr. Rutto is currently a fellow of Economist Society of Kenya and has participated in multidisciplinary research focusing on factors affecting access to healthcare in Kenya. He has done research on the effect of universal health coverage in Kenya and how it has influenced primary health care demand side factors such as women access to care and the association of sector collaboration on integration care. He has participated in many committees on range of topics recently including population and public health, household and food security.
