         Dr. James Bill Ouda

Dr. Ouda is a Senior Lecturer and Researcher at Masinde Muliro University of Science and Technology (MMUST). He is a post-doctoral fellow (University of Venda, South Africa), holds a PhD in Educational Research and Evaluation and a Master’s degree in Research and Evaluation. He has a Bachelor of Education degree in Technology Education (Moi University) and a Diploma in Project Management from the Kenya Institute of Management (KIM). Dr. Ouda is an external examiner for University of Johannesburg (UJ), South Africa among other universities. He has published widely and is actively involved in research in Kenya and beyond. He has a passion to serve the community and is a member of various school boards of management. As a Monitoring and Evaluation (M&E) specialist Bill has been a consultant in several educational projects and programs and is currently working with a project on the “Effectiveness of the Inclusive Home-based Early Learning Project (IHELP) model in increasing access to quality and equitable Early Child Care and Education (ECCE) for children in marginalised communities in Kenya” funded by Global Partnership for Education (GPE) and Knowledge and Innovation Exchange (KIX) Africa 19 Hub, UNESCO-IICBA. His areas of interest include project and program M&E, education measurement, assessment and evaluation as well as action research on education and other social issues. He currently serves as the Chairman, School of Graduate Studies (CSGS), School of Education (SEDU), MMUST.
