
MMUST Conducts Intensive Procurement Training to Boost Compliance and Accountability in Asset Disposal
Masinde Muliro University of Science and Technology (MMUST) is currently conducting an intensive procurement training aimed at enhancing compliance and accountability in public asset disposal. The training specifically targets members of the University’s Disposal Committee and the Procurement Department staff. The event is facilitated by the Public Procurement Regulatory Authority (PPRA) experts; Mr. Tom Odhiambo and Mr. David Ipaat who provided in-depth insights into the Public Procurement and Asset Disposal Act, 2015, and its subsequent regulations. This exercise underscores the University’s commitment to strengthening its compliance and accountability in public asset disposal. The event began yesterday 23rd April and will go on up to Friday, 25th April 2025, at the Golf Hotel.

Speaking during the training, the Deputy Vice Chancellor (Administration and Finance)- Prof. John Kuria Thuo emphasized the importance of adhering to procurement laws in the entire procurement processes which includes the disposal of assets. “Proper disposal of public assets is a vital aspect of institutional integrity. This training enhances our internal capacity and aligns the University with the stipulated procurement best practices,” stated Prof. Thuo.

The training aimed to equip committee members with key aspects of the disposal process including legal frameworks, ethical standards, record-keeping, and best practices for transparency and value-for-money. In addition, the session served to clarify the specific roles and responsibilities of committee members, enhance their ability to review disposal requests, and conduct effective evaluations.

Commending the University management for facilitating the training, the Procurement Officer- Ms. Scarlet Kavaya lauded this proactive approach, noting that training is key to equip the team with the understanding of legal frameworks to enable them execute their duties as required by the law. “Compliance starts with knowledge. I commend MMUST for taking this step to empower its staff with the requisite knowledge that will ensure transparency in public procurement and disposal processes at the University,” said Ms. Kavaya.

The Chairperson of the Disposal Committee, Prof. Robert Egessa expressed appreciation for the training saying that this exercise is significant in streamlining the University’s disposal processes. “This training is very timely and essential. As a Committee, we are entrusted with the responsibility of ensuring that the University assets are disposed off in a manner that is transparent, lawful, and beneficial to the institution. With the expert guidance from PPRA, we are better placed to execute our duties with integrity and efficiency,” said Prof. Egessa.

The other members of the Disposal Committee present at the training included Mr. Ian Mwashi (Public Health Officer), Mr. Elijah Odeo, Ms. Faith Wamalwa, Ms. Linett Tuyia, Mr. Francis Osaka and Ms. Betty Ondiebo. The staff from the Procurement Department were; Mr. James Owich, Ms. Janet Mukhwana, Mr. Eveline Kakan, Mr. Cosmas Rutto, Mr. Allan Oduory, Mr. Allan Lumwagi, Ms. Esther Wasike, Mr. Kevin Masika, Ms. Elina Otanga and Mr. Danstan Andati and Ms. Fanice Sikalo.

This three-day training marks a significant step in strengthening our internal systems to ensure that all our procurement and disposal processes meet national legal and ethical standards.
