
MMUST Hosts Western Region’s CUE Stakeholder Engagement Forum on Draft Universities (General) Regulations, 2026
Masinde Muliro University of Science and Technology has hosted the Western region stakeholder engagement forum on Draft Universities (General) Regulations, 2026. The Forum, organized by the Ministry of Education in consultation with the Commission for University Education (CUE), drew education sector stakeholders from Kakamega, Vihiga, Bungoma, Siaya and Busia Counties to submit their comments, views and input on the proposed Regulations. The event took place on Wednesday, 10th June, 2026 and was officially opened by CUE Chairperson, Prof. James Onyango Awino.

Speaking during the official opening of the event, Prof. James Awino noted that University education is a shared national responsibility. He revealed that the Draft Universities Regulation was established in 2012 and since then, the education sector has evolved significantly, necessitating a review to align with modern demands. “This Draft seeks to provide clarity and consistency in the governance and regulation of university education. It responds to changes in higher education, including technology-enabled learning, quality assurance, institutional governance, collaborations, student recruitments, and recognition of qualifications,” he said, adding that it is a strong regulatory framework that protects students, supports institutions and promotes public confidence in higher education.

In his address, MMUST’s Vice Chancellor, Prof. Solomon Shibairo appreciated CUE for choosing MMUST as the host institution for this exercise in the Western Region. “MMUST has worked very well with the Commission for University Education especially in the accreditation of our programmes. While this regulatory framework has served us well over the years, it is necessary for the Ministry of Education to incorporate recent developments to address the gaps we encounter in the day-to-day running of our institutions,” stated Prof. Shibairo.

While making a presentation of the Draft Universities Regulations, the Senior Assistant Commission Secretary and Head Institutional Accreditation at CUE, Mr. Joseph Musyoki outlined the specific areas of the draft regulations. These areas include Establishment and Accreditation of Institutions; Governance and Management of Universities; Programme Approval and Accreditation; Foreign University Collaboration; Student Recruitment Agencies and Foreign Institutions; Recognition and Equation of Foreign Qualifications; Internal Quality Assurance; General Provisions.

Guided by the Director of Higher Education for the Ministry of Education, Dr. Darius Ogutu, the team held an open forum where different stakeholders presented their views and proposals for inclusion in the Draft Universities Regulation.

Indeed, this forum provided a critical platform for education stakeholders to review and deliberate on the draft Universities (General) Regulations, 2026. The event was a success as the Ministry of Education and CUE gathered comprehensive feedback to refine the policies that will govern higher education institutions, ensuring that regulations are relevant and supportive of academic excellence across the Country.
