
MMUST And Germany’s Liberating Education Organization GUG (Haftungsbeschränkt) Forge Partnership to Expand Digital and Hybrid Learning
Masinde Muliro University of Science and Technology (MMUST) has signed a Collaborative Agreement with Liberating Education Organization gUG, a Germany-based non-profit organization committed to expanding access to university-level education in remote and underserved communities. The agreement, signed on 18th August 2026, establishes a framework for collaboration between the two institutions in digital learning, joint programme delivery, training and capacity building, research, innovation and stakeholder engagement. Based in Karlsruhe, Germany, LEO operates a hybrid education model that combines digital university content, local support, technology and entrepreneurship training to make higher education more accessible to learners in underserved communities. The organization is led by Nils Rauscher (Chief Executive Officer) and Konstantin Kölmel (Managing Director).

The partnership is anchored on the establishment and joint operation of a digital learning centre at MMUST, with the two institutions seeking to leverage technology and shared expertise to expand access to quality education. The agreement specifically provides for the joint development and delivery of programmes in areas including entrepreneurship, technology and data science. The collaboration will also facilitate training and capacity building, including supervision of students and trainees, field and industrial attachments, short-term training, and opportunities for internal and external examiners as well as part-time lecturers.

The signing ceremony was led by the Deputy Vice Chancellor, Academic and Student Affairs, Prof. Hussein Golicha, who represented the Vice Chancellor, and coordinated by the Director, Directorate of International Relations and Academic Linkages (DIAL), Dr. Umulkher Ali. The partnership is being spearheaded by the University Liaison Officer, Ms. Tabytha Shisia, who serves as the designated contact person. The collaboration will primarily benefit the School of Computing, under the leadership of the Dean, Dr. Daniel Otanga.

In research and publication, MMUST and LEO will collaborate on research projects focused on technology generation, demonstration and transfer, joint publications, information sharing through libraries, journals and electronic databases, as well as sharing of research and training facilities. A major component of the partnership is the development of digital learning infrastructure and joint programme delivery, with the agreement providing for the establishment and equipping of a Centre at MMUST. This is expected to strengthen the University’s capacity to deliver flexible and technology-enabled learning opportunities.

As part of its commitment to the partnership, LEO has donated 30 computers to MMUST to support teaching, learning and training at the School of Computing and Informatics. The equipment is expected to enhance students’ access to digital learning resources and practical computing experiences. This partnership represents another strategic step towards advancing technology-enabled education, innovation and inclusive access to learning.
