MMUST Conducts Performance Contract Training Workshop to Promote Accountability and Efficiency in Service Delivery

Masinde Muliro University of Science and Technology (MMUST) has conducted a Performance Contract (PC) training workshop to promote accountability and efficiency in its service delivery.  The event, which took place on 14th January, 2024 at the Golf Hotel, Kakamega, brought together Heads of Cost Centres and the University Management to deliberate on strategies for boosting performance, fostering accountability, and achieving the institution’s strategic objectives for the Financial Year 2024/2025. This training was organized by the Directorate of Performance Monitoring and Evaluation (PME), led by the Director, Prof. Joseph Nasongo.

Speaking during the event, the Vice Chancellor, Prof. Solomon Shibairo, underscored the need for a transformative approach to Performance Contracting. “This year, we must approach performance contracting with a different mindset and take ownership for better results,” he stated. Prof. Shibairo urged the Directorate of Performance Monitoring and Evaluation (PME) to uphold quarterly performance contract assessments to track progress and ensure the University stays on course.

He further stressed the importance of ethics, integrity, and teamwork as critical pillars of success. “While we strive for excellent performance, we must remain ethical, uphold integrity, and foster teamwork,” he added.

The Deputy Vice-Chancellor (Administration and Finance), Prof. John Kuria Thuo, expressed optimism regarding the participants’ understanding of the PC process. He emphasized the importance of adhering to the obligations outlined in the contract.

“I believe we are now well-sensitized and better informed about the purpose and significance of the PCs. Moving forward, we will approach the signing of subsequent performance contracts not as a mere formality but as a critical part of our operational framework. This process will ensure that we are aligned with institutional goals and continuously improving our efficiency and effectiveness,” said Prof. Thuo.

Echoing the Vice Chancellor’s sentiments, the Deputy Vice Chancellor (Academic and Student Affairs), Prof. Hussein Golicha, highlighted the critical role of academics in driving the University’s performance goals. “As an academic institution, our core mandate is teaching, research, and innovation. To achieve this, we must integrate performance contracting into our academic processes, ensuring that our teaching standards, research output, and student experience are continually improving,” noted Prof. Golicha, emphasizing the need for academic staff to embrace accountability in curriculum delivery.

The Registrar Administration, Dr. Eglay Tsuma, unveiled a soon-to-be-adopted performance appraisal system aimed at boosting productivity and streamlining evaluations. Unlike the current system, where staff sign appraisals at the end of the year, the new system will require staff to progressively key in their achievements, allowing for real-time performance tracking and system-generated results. “This new approach will ensure timely appraisals and provide a more accurate measure of staff contributions,” Dr. Tsuma noted.

Similarly, Prof. Nasongo emphasized the significance of performance contracting in driving institutional success, urging participants to take the process seriously. He highlighted its role in fostering accountability, tracking progress, and achieving strategic goals and objectives. “Performance contracting is not just a requirement, it is a tool for ensuring we deliver on our mandate effectively,” he remarked.

The Coordinator of Performance Monitoring and Evaluation Mr. Henry Wati, who facilitated the session on cascading the MMUST Council’s performance contract, provided valuable insights into how the University’s high-level goals can be effectively translated into departmental and individual targets. He explained the importance of aligning all institution levels with the broader strategic objectives outlined by the Council. “Cascading the performance contract ensures that every department and individual has a clear understanding of their role in achieving the University’s goals,” said Mr. Wati. He further emphasized the need for continuous monitoring and open communication to ensure the objectives are met efficiently.
