MMUST Innovation of an Online Computer Application a Game Changer in Disbursement of HELB Loans to Needy Students

Masinde Muliro University of Science and Technology has invented an online computer application as an instrument for equitable targeting of needy students in the disbursement of HELB loans. This innovation is courtesy of a seasoned researcher, the Director, of Postgraduate Studies, Prof. Stephen Odebero, and his Co-Innovator, Mr. Hesbon Amwayi. This model is set to equalize chances for needy students and solve the discrimination in the final allocation of funds.  It has enhanced accurate means testing tools based on many variables capable of discriminating the needy students by their levels of need for loan allocation.

Commenting about the innovation, the Vice Chancellor, Prof. Solomon Shibairo stated that the innovation actualizes the grave responsibility of higher institutions as catalysts for socio-economic development through the creation of new knowledge, research, and commercialization of outputs emanating from these initiatives. He further urged scholars and researchers to forge powerful collaborations with the business sector to translate research findings into industries to create wealth and jobs.

“This is in tandem with our mandate as a University of Science, Technology, and Innovation. We are keen to foster research output that creates innovations that contributes to socio-economic development,” reiterated Prof. Shibairo.

Similarly, the Deputy Vice-Chancellor (Planning, Research and Innovation), Prof. Charles Mutai acknowledged that innovations are major drivers and enablers of social and economic transformation.

It is time research takes center stage in every University. I commend the innovators for coming up with this application that will enhance fairness in HELB loan disbursements. It is a proper testing tool that can effectively discriminate students according to their level of need and as a University we are proud to be the brains behind this,” said Prof. Mutai.

This invention discloses an instrument for equitable targeting of needy students through an online computer application. The model comprises a loan online App and means testing the App with clear sign-up/login credentials, an overview of information by applicants, and services available. The information/forms are captured, and automated evaluation of their differentiated levels of need. The automated response of the amount qualified for or rejected application. The app is uploaded to the play store or Android or any other portal or USD code by service providers.

I conducted multiple regression analyses for the determinants of HELB loan supply. A negative relationship with the socio-economic status variable meant that the lower the socio-economic status, the more the recipient was likely to predict HELB loan supply.

“A comparison of HELB loan allocations between the top and bottom quintile allocations showed that those in the top quintile tended to receive more loans than what was deserved, however, those in lower quintiles got less loans than what they merited. If this proposed innovative model is used, this problem will be fixed,” stated Prof. Odebero.

Commenting on the security and authentication of the information submitted by users, Mr. Hesbon Amwayi noted that the App has a two-factor verification that adds an extra layer of security to the user’s account in case the password is stolen. Further, he said that the Unique Personal Identifier (UPI) number is linked to the NEMIS to countercheck the authenticity of the information provided.

The provision of student loans continues to be a challenge worldwide. Stakeholders have continued to raise concerns over poor targeting of needy students hence pointing to un-effective means testing tools. There have also been concerns over the delays in processing the funds which could be as a result of the amount of data and paperwork involved. This innovation will play a key role in driving development, social transformation, and international competitiveness.
